As far as I can determine, this package can't be split uplike that.  In looking
at this, it seems that the directory where BZ writes stuff is determined (in
part) by the $libdir variable in Bugzilla/Config.pm - which has a value of '.'.
 Normally, I would simply try changing this value, but there is a note just
above that that entry that says changing $libdir will cause breakage.  There's
also a note that "it is not yet possible to mvoe the .pms elsewhere", which I
assume means the Bugzilla/*.pm files must be in the same directory as BZ is
writing stuff to.  Would anyone from upstream care to comment on this?  If I'm
incorrect, I'd love to find out so I can finish packaging this up...
