I can state unequivocally that we can always use more package maintainers. 
(Extras contributors all maintain specific packages.)  However, we do have a
procedure for becoming a contributor which requires that you demonstrate
familiarity with our packaging procedures and guidelines, which is generally
done by assisting with reviews of new packages.  See
