Mea culpa!
On my system I had linked /usr/include/freetype2 to /usr/include/freetype.
When I removed the link, the build doesn't work anymore.
So I defined CFLAGS to use the freetype pkg-config flags in the spec
file. Now it builds in mock too.

However, this means, that there is a bug in the pkg-config for
pango: it returns only -I/usr/include/pango-1.0 -I/usr/include/glib-2.0
-I/usr/lib/glib-2.0/include, but since the pango header file
pangofc-font.h includes ft2build.h, the include path for freetype
must be added too.
