I think sub-packages should own the directories in which they install files.

I tried install then remove all qt4 package (a qt4-4.1.2-20.spec of my own), 
and some directories remain:
  /usr/lib64/qt4
  /usr/lib64/qt4/bin
  /usr/lib64/qt4/lib64
  /usr/lib64/qt4/plugins
