For what it's worth, arpack is in Debian, and binaries are distributed by the
MathWorks in MATLAB, so either everyone else has "notified the authors" or they
are just ignoring this.

Technically, this does not place any burden on Fedora or any repackager of
Fedora, but on the end user. Realistically, it will be ignored by users of
Fedora as I'm sure it has been by virtually every other user.

I was going to try contacting the authors, but I thought I would make sure
nobody else here has or intends to so that they don't get multiple identical
requests about the same thing.
