This is a symptom of the package not acknowledging RPM_OPT_FLAGS.

Checking the log proves this:
...
/usr/bin/c++    -o CMakeFiles/perceptualdiff.dir/LPyramid.o -c
/users/packman/src/rpms/BUILD/PerceptualDiff-1.0.1/LPyramid.cpp
...
