spec file patch

- removes a duplicate Group entry
- changes the buildroot to comply with fedora packaging guidelines
- uses the useradd scriptlet recipe from:
  http://fedoraproject.org/wiki/PackagingDrafts/UsersAndGroups
- does not delete users and groups in postun, per the same guidelines
