Summary:
A key/value pair database to store software configurations

I've added %config(noreplace) as rpmlint remain silent this way.
I asked confirmation on the extras ml for this...
Also used static-devel so rpmlint consider it as a devel package.

I will check how it works with mock fc7 and also start a sight on oyranos...
