Description: New packager, reviewer needed.

I believe this SPEC file (or one very similar to it) was submitted a few years ago and rejected because it had some conflict with GRASS.  However, this is a very important library for lots of GIS applications and I would like to try to resolve whatever issues are present.  (GRASS 'borrowed' some of this library and thus there was two shared objects with the same name in two different packages.)
