More concrete...
In CMakeFiles/perceptualdiff.dir (created after cmake),
build.make says:
--------------------------------------
    46  include CMakeFiles/perceptualdiff.dir/flags.make
---------------------------------------
and flags.make says:
---------------------------------------
     3  
     4  CXX_FLAGS =    
     5  
---------------------------------------
  Perhaps you have to set CXX_FLAGS at some point.
