E.g. did your build fail because atlas was pulled in instead of lapack? In that
case it's an issue within lapack <-> atlas that should be fixed irrespective of
arpack.

But even then I wonder why the build doesn't find %{_libdir}/liblapack.so when
it's an explicit build requirement, even if pulled in from atlas.
