rpm's doxygen appears to be configured so that it is told that input source
files are in UTF-8.  However, the toplevel build.c contains some (partially
corrupted) non-UTF-8 commentary  which appears to be some strong words in
Polish :)

I don't think there's much doxygen can do about this, but if you want to keep
that comment, here's a patch which I guess converts it to valid UTF-8 (gzipped
so Bugzilla won't corrupt the patch).
