perl(NetAddr::IP) is automatically detected.

You can remove most of the %description, and 
README.ltsp-config-dhcp

What about putting  etc/sysconfig/ltsp5 content in 
etc/ltsp.conf? Maybe call that file etc/ltsp5.conf?
Also I suggest adding
LTSP_SWAP_DIR=
maybe depending on LTSP_DIR

In ltsp-dhcpd-create you should not use .rpmsave.
Also you should either %ghost %{sysconfdir}/ltsp-dhcpd.conf
or, even better, something along
%config(noreplace) %verify(not size mtime md5) %{sysconfdir}/ltsp-dhcpd.conf

And in general, in the scripts I don't think that using
.rpmsave is right.

No init service should be enabled by default, since they 
are enabled by ltsp-initialize.
