The "mostly" here is the point; packages with kernel modules will be allowed in
rpmfusion, but we are not 100% sure yet how to package them. A mix/combination
of kmods and dkms seems likely to me ATM. 

But rpmfusion needs to get it's infra running first before we take care of that
problem.
