Tests with cron.daily and daemon:

atop is stopped
[root at f8dev01eav ~]# /etc/cron.daily/atop
[root at f8dev01eav ~]# service atop status
atop is stopped
[root at f8dev01eav ~]# service atop start
Starting atop:                                             [  OK  ]
[root at f8dev01eav ~]# service atop status
atop (pid 22212) is running...
[root at f8dev01eav ~]# /etc/cron.daily/atop
[root at f8dev01eav ~]# service atop status
atop (pid 22242) is running...
