I have already asked on fedora-packaging about approval for the bootstrap environment. Here is the thread root: https://www.redhat.com/archives/fedora-packaging/2008-January/msg00074.html

It didn't really go anywhere though, maybe I just need to ask again. I did get the feeling that it'd be easier if the review were completed except for the pre-built binary issue.
