If you want to rely only on the COPYING file, then xmlif is licensed under the
terms of any GPL license, see:

https://fedoraproject.org/wiki/Licensing/FAQ

Or read the COPYING file:

| If the Program does not specify a version number of this License, you may 
| choose any version ever published by the Free Software Foundation.

This may not be intended by upstream, therefore it is better to ask.

The correct license tag for xmlif is then GPL+.
