Well, I have not read the whole comments of this bug yet, but:

What html and svg files this sed command points to? %{name} is expanded to
"publican", not "publican-doc". As far as I checked the rebuild rpms,
the files under %_docdir/%name-%version are onlhy 3 files,
COPYING, README, fdl.txt.
