This is just bugzilla UTF-8 handling being broken. It's not a package problem.
Last I looked at it upstream had implemented proper UTF-8 support for new
bugzilla databases, but existing ones need to be painfuly converted (painfully
since previous bugzilla versions allowed any sort of encoding mixes making clean
data recovery hard)
