Installing and older applications doesn't work (good):
[root at dl380 i386]# rpm -hiv tunables-distro-data-0.14-4.fc8.i386.rpm 
Preparing...                ########################################### [100%]
        package tunables-distro-data-0.14-5.fc8 (which is newer than
tunables-distro-data-0.14-4.fc8) is already installed

But I can just install a newer version on top of the old one:

[root at dl380 i386]# rpm -hiv tunables-distro-data-0.14-4.fc8.i386.rpm 
Preparing...                ########################################### [100%]
   1:tunables-distro-data   ########################################### [100%]
rpm -hiv [root at dl380 i386]# rpm -hiv tunables-distro-data-0.14-5.fc8.i386.rpm 
Preparing...                ########################################### [100%]
   1:tunables-distro-data   ########################################### [100%]
