You are correct, I think including dpkg support would be difficult due to it's
need for devhelper.

[root at localhost Desktop]# alien -d
'/home/leigh05/Desktop/compizconfig-backend-gconf-0.7.5+git20080423.shame-1.i386.rpm'
Package build failed. Here's the log:
dh_testdir
make: dh_testdir: Command not found
make: *** [build] Error 127
find: compizconfig-backend-gconf-0.7.5+git20080423.shame: No such file or directory
