Some remarks:

* I would recommend to apply the same package split as Debian, i.e. to split
this package into dpkg, dpkg-dev and dselect. 

This tremendously helps with regard to "Debian" compatibility and also avoids
pulling-in quite an amount of deps.

* I would advise you to have a look into the package's "configure --help"
I comes along with several --with/--without options and environment variables
you'll likely will want to apply.
