The line "mkdir -p $RPM_BUILD_ROOT/usr/share/man/man8" is useless.

I build the package in mock (--root=fedora-8-x86_64) and result/build.log show :
/usr/lib/rpm/pythondeps.sh: line 8: python: command not found
/usr/lib/rpm/pythondeps.sh: line 8: python: command not found
/usr/lib/rpm/pythondeps.sh: line 8: python: command not found
/usr/lib/rpm/pythondeps.sh: line 8: python: command not found

"BuildRequires:  python" fixe this.
In this case "Requires: python" is useless.
I get for "rpm -q --requires -p fuse-s3fs-0.4-3.fc8.mat.2.noarch.rpm" (my package) :
/usr/bin/python  
fuse-python
python-boto
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
