I see empty build section in spec. your %build should be
%{__python} setup.py build
and %files section should be like this
%defattr(-,root,root,-)
%{python_sitelib}/*

Also, update SPEC with how to create tarball from upstream site. I see you
included wrong URL to svn checkout in spec.
