I was discussing (a) as a possibility but saying I would not like it much.

I was suggesting something like (b) but more by:
cp -a binutils/*.patch spu-binutils/
(echo '%define binutils_target spu'; cat binutils/binutils.spec) \
  >spu-binutils/spu-binutils.spec

Another possibility is to introduce some "virtual packages" to Koji which would
be created based on other packages with specified --define parameters.  But
that would be a new Koji FEAT request.
