I will try to keep that in mind next time. I could argue that the desktop file
guidelines do not apply to these desktop files at all, because a GUI app is
defined as "any application which draws an X window and runs from within that
window". Panel plugins are not running from their own windows but from the
panel.

We also have desktop files in /usr/share/xsessions, which can not be installed
with desktop-file-utils ether. Maybe someone needs to update the packaging
guidelines to make the difference more obvious.
