autoreconf -i
%configure --disable-static --disable-dependency-tracking
CFLAGS="$RPM_OPT_FLAGS"
make %{?_smp_mflags}

1. running the autotools during builds is a silly idea.

2. %configure already contain CFLAGS. The explicit CFLAGS= is superflous.
