In Fedora, there is no criteria, it's up to the maintainer, although it is
recommended to keep the package in testing for a couple of weeks to see if it
picks up any karma from testers.

In EPEL it *must* spend the two weeks in testing (or pick up enough karma),
unless it is a security update or a critical bug fix.
