OK, I will add some brief comments

btw one remark: the "service is default on" behavior was not apparent, because
without creating the site list, mailman cannot function (and start up) - and
that is why right after the installation mailman is not running: it cannot
start properly before the site list is created by the administrator.

unfortunately, site list creation needs user intervention (for example setting
administrator's password) so it cannot be done automatically when mailman is
installed, thus additional setup by the administrator is required after
installation.
