In fact, we add NotReady only when package has some obvious issues, preventing
it from being reviewed formally. 

In this case, you need to properly add dependent and blocking tickets. See the
top of his page - "Depends on:" and "Blocks" editboxes.

So, please, clear NotReady tag (of course, if no technical issues with this
package exists) and add blocking/dependent tickets instead.
