Hmm, why do you BR: python-setuptools if you don't use it?
Shouldn't the build and install phases look like
%build
%{__python} -c 'import setuptools; execfile("setup.py")' build
%install
rm -rf %{buildroot}
%{__python} -c 'import setuptools; execfile("setup.py")' install --skip-build
--
root %{buildroot}
