The cause is this *.spec not acknowledging RPM_OPT_FLAGS.

In other words: You must somehow propagate $RPM_OPT_FLAGS from inside of the
*.spec into the build-machinery.

One way is to edit compile-cc inside %prep (e.g. using sed).


4. You patch's file name is weird. The standard extensions for patches is
*.diff or *.patch.
