Perhaps I could have written more clearly, "if a reviewer helps to make sure
that there is no non-conforming parts of the spec, then at least a committee
decision wouldn't be made confused by such issues."

I also see that someone blocked on FELegal, but I'm not sure what issue they
are concerned about.
