As I told few days ago, geany-plugins 0.17.1 got released yesterday, so I
rebuild geany-plugins with this version of geany-plugins.

As announced, this also includes the fixes for the zero-length documentation
files, so that removing them is not necessary anymore.
I also fixed the required geany version, since it is not necessary to require
exactly the same version as geany-plugins has. This also caused a little
conflict when you have Geany 0.17 and try to build geany-plugins 0.17.1. In
fact, geany-plugins 0.17 does require Geany 0.16 or later.
