True. Actually, according to src/doc/legal/LICENSE the non-free stuff governed
by FORM-LICENSE is not even in the jaxodraw tarball; the only supposedly
non-free item is the latex stylefile axodraw4j.sty which is in the Source1
tarball.

More interestingly, the file itself claims to be under the LaTeX Project Public
License; the FORM license doesn't seem to have any connection with it other
than a common author.
