Spec file summary:

main package:
BuildRequires:  cmake, boost-devel, lapack-devel, atlas-devel

devel package:
Requires:       boost-devel, atlas-devel
(and a note explaining why they're needed)

install section:
rm -f examples/Makefile.cmake

I think these satisfy everyone's concerns.
