The spec-file is almost finished, and the only missing part of job is my
comments regarding the last two warnings, listed above.

This is a false positive message from rpmlint, since this is a binary file.

Unfortunately, we cannot redistribute asn1-description of Radio Resource
Control tech specs, so I removed it.
