I like the subpackage (-ipv4 and -ipv6) model.  That's clean.

Are two users/groups required?  I would think there would be a need for a
single opentracker group and user, not two (one for IPv4 and one for IPv6).

subpackage Summary tags are misspelled.
Summary:         IPv4-verion of %{name}
Summary:         IPv6-verion of %{name}

Instead, let me recommend:

Summary: A high-performance torrent tracker using IPv4
Summary: A high-performance torrent tracker using IPv6

Likewise, the descriptions last sentence read like:
This is the ipv6-Version.

Instead, let me recommend:

This version uses IPv4 only.
This version uses IPv6 only.
