I'm all about being able to configure where these IDs fall.  But lets
definitely make the default 300-499 for now.  That's the most consistent
with the way Red Hat / Fedora Core does things and is least likely to
cause an existing installation to blow up.  If the user wants to they
can set there system to use another range if needed.
