Not, if you separate "building the rpm" from "releasing the rpm".

Example:
# rpm -q --qf '%{ARCH} %{SOURCERPM}\n' glibc-headers glibc
i386 glibc-2.3.5-10.src.rpm
i686 glibc-2.3.5-10.src.rpm
