[Fedora-packaging] Who owns /usr/share/locale/<lang>?

OK. So what is the current "official" packaging policy?
* Let each package own the /usr/share/locale/<lang> dirs it uses?
* Let /usr/share/locale/<lang> dirs be unowned?
The former would be a clear approach, while the latter seems sloppy to
me, nevertheless seems to be what has been favored so far.
