[Fedora-packaging] static subpackages (was: sparse 0.2, headers and static lib)

What about the pkg-config file?  Where should that go?  Since there's no
shared library, the -devel package is pretty useless without the -static
package.  Until there is a shared library maybe the -devel package
should require the -static package (and vice-versa).
