Plain 'mktemp' solution would be bad because different 'rpmbuild'
ivocations (e.g. with '--short-circuit') would have different ideas
about buildroot.
Buildroot value must be predictable/reproducible; %_tmppath and %_topdir
in $HOME is the easiest solution. This might cause conflict/problems
with quotas or NFS, but should be a sane default.
