[Fedora-packaging] python listed explicitly as exception and added to buildsys-build groups

So at one point in time, it would appear that something in
http://fedoraproject.org/wiki/Packaging/Guidelines#head-4cadce5e79d38a63cad3941de1dadc9d25d67d30
pulled in python, according to
http://fedoraproject.org/wiki/Extras/FullExceptionList
However now it doesn't seem to happen, and python isn't being installed by
default in buildroots. Python is a pretty integral part of our distribution
and a lot of assumptions are made that python is there, even at build time.
I would like to propose that we add python to the Exception list so that it
can't ever disappear again. We list perl explicitly, even though its pulled
in via rpm-build (and a couple other things), so why not python?
