[Fedora-packaging] Packaging guidelines for Emacsen add-on packages

Hi,

Chip has now fixed the Emacs packages in a way that is consistent with
Xemacs packaging (thanks chip!) and so I have finished the draft
(X)Emacs add-on packging guideline draft here:

Comment/edits very welcome. Hopefully this can go to the committee
before too long.
