[Fedora-packaging] multilib and concurrent virtual arch-less provides

Hi,

I encountered the following: Dependencies on perl(Foo) virtual
provides can be offered by i386 and x86_64 packages. If these packages
have been tagged as multilibbable then the x86_64 repo has two
different packages offering the same virtual provides.

This means that installing by dependencies, BuildRequires: or
Requires: may be satisfied by the wrong package, or in the best case
by two packages confusing the depsolver.

More precisely I hit this with perl(ExtUtils::MakeMaker) in an emtpy
chroot.
