[Fedora-packaging] Cross-compiling guidelines

There are at least 2 review requests for cross compilers which have been stuck 
in FE-GUIDELINES for over a year (to the point where the submitter closed the 
reports) supposedly waiting for specific guidelines for cross-compiling, so I 
wonder what happened to those guidelines. Is there any chance some guidelines 
are going to be voted by the packaging committee or some SIG or both at some 
point? Or is the consensus now that none are needed? In the first case, I'd 
like to see something getting done about this sooner rather than later, as I 
think we lose on useful packages by holding them up forever (and admittedly, I 
also have an interest in this), in the second case (no guidelines needed) I'll 
just put the bugs out of FE-GUIDELINES and review them according to the general 
packaging guidelines and the things interested parties agreed upon on the 
fedora-extras-list a few months ago.
