That's not for packaged softwares, but for locally compiled executables.

It is not for fedora packages but for locally built executables. Say you
build a program on a fedora distro and want to run  it on a centos box.
(My use case is a numerical model that use some libraries shipped in
fedora, gsl, lapack or cernlib for example).
