check-rpaths is not invoked by anything without explicitly being told.  Check 
your ~/.rpmmacros .  Additionally, update your rpm-build package, these 
scripts have moved to it from rpmdevtools in recent distro versions/updates:

$ rpm -qf /usr/lib/rpm/check-rpaths
rpm-build-4.4.2.1-1.fc7.x86_64
