[Fedora-packaging] Packaging/ScriptletSnippets Fonts section needs to mention Buildrequires

The argument I can see for having "Requires(post): fontconfig", etc is 
that potentially some fonts packages could get installed before 
fontconfig does and so not get included in the cache?
